Yes. According to the roadmap we can expect 11.1 to release in late january /early february, and that wil be teh end of S1and the beginning of S2.
We only lack a firm Date for the release, by my personal assumption would be 1-2 weeks before Valentine´s Day, as IIRC Love is in the Air is one of the few remaining holidays to not have recieved an update yet, just as 11.0.7 is expected 1-2 weeks before X-mas due to the Winter Veil updates 
The Turbulent Timeways event is in the in-game calendar (in the 11.0.7 ptr iirc) and has a scheduled ending of February 25th. Currently the expectation is that 11.1 is to come February 25th, and the season itself March 2nd. (using the stacking raid buff as a rough indicator as well - we gain the final stack towards the later half of January, so weâd get roughly a month to play with it as well, which would be the time when blizzard has previously done the final nerfs and adjustments to pve content)

Ah, I was not aware of this detail as I haven´t been on teh current PTR, TYVM.
In light of this, yes, 25 Feb end S1+ patch 11.1, with the S2 starting 1 week later on March 2nd is highly probable
That would then also mean that any potential updates to LIITA would likely already be part of the 11.0.7 patch, and either haven´t been added /datamined yet or are still encrypted.
