Probably never, unless blizzards decides they have room for another tank spec in the game, and do not want to introduce another class.
Apart from an obvious matter of will or lack thereof, shamans already wield shields. Fantasy-wise (if it’s even in the season with this stage of a game) it makes absolute sense.
I mean, making sense is the least of the problems (there are way more things more far fetched).
The problem is that there is no need for another tanking spec, no clear vision of what a shaman tank would be, and no reason to push ahead and design one.
There have been calls for shaman tanks for over 15 years, for developers to not have given this a go, there would have been design issues or other obstacles.

Players have been asked for demon hunters for a lot of years. Players have been asked for wow classic and blizzard said big NO to them. But what do we see now? Why should I think that it will go another way here?
Why should we only think about “balance issues” where balance is worse than dead and not thinking about fun for players? Both times blizzard realised what ppl were asking for a lot of years that was super welcome. Dh is still popular is hell while not being heroic or new class anymore. Wow classic attracts a lot of players to wow. It even helps with retails online. Why to ignore idea of shaman tank then? Which special issues new spec will make? All this years shaman had some specific spells that raise aggro level. Shaman can weild shield. Shaman can use earth magic and summon tank-elemental. It have good potencial and a lot of players want it. Balance at the moment is as bad as never been before ( I really cant remember…). And new tank spec will not be a thing that will break it completely. It will give the game more diversity and choice which spec to play.

If they are trying to implement some lore to it, they will probably alter the shaman slightly when that class becomes available to humans, because humans have a history of merging holy leaders with warriors (The Paladin).
Jeeeeshush… are we getting tauren rogues? I’d have to be blind and deaf not noticing a big bull sneaking around with his big noisy hoofs and smelly, poop stinky fur.
