Currently around 1 out of 20 or so adds that you kill in WoD and Legion raids drop loot. In all previous expansions ALL trash give loot. WoD and Legion are now both Legacy loot so they should work in the same way…
I think the problem is that they started this whole personal loot thing with wod, so they messed up the raid mobs.

It is extremely inconsistent though. Dungeons such as Skyreach work fine. Then dungeons in Legion don’t. Then BFA dungeons work fine again. And SoO had personal loot yet trash drops loot just fine. No idea how they messed it up like this.

I think its best to report the bug with ingame ticket. Maybe some dev will take a look at it and fix it someday.
tbh I’m happy trash doesn’t drop too much loot… because my bags are finite and with raid loot, they fill up pretty quick from the bosses.
You can always use the trick of not looting bosses, so after you zone out of the raid, everything gets sent to you via mailbox.

Maybe its intentional, but it doesnt hurt to make a bug report.
I think it’s intentional, best of my knowledge the trash hardly dropped anything when it was current, but as you say, wouldn’t hurt to have it clarified for the OP
Hunny MOP legacy trash loot doesn’t drop either. And the thunder cache mini raid boss was removed. Welcome to “old content–don’t care” by blizzard2020
MOP trash absolutely drops stuff. Every trash you kill has gold greens etc. On Siege of Orgrimmar and Throne of Thunder at least.

The fact that you haven’t got the BoP drop you want is completely different to trash not dropping anything at all. Trash do drop gold greens etc. in MoP raids. There is no chane that you kill something and you get 0 loot. For WoD and Legion you will get no loot much more often that actually getting even just gold.
U can make like 5000 gold a hour in raw gold with Wod dungon becourse they drop only greens and blues. what speeds up the farms is that u can mount up inside dungons just run past them pull them all while ur on mount.
WoD does not give trash loot from Raids. In all 3 (HfC, BRF and Highmaul) around only 1 per 20 trash will give loot (all others won’t even drop a copper)
u make 500g raw gold 1 run takes like 5 mins so 10 runs takes 50 mins and u have 5000g 
I am farming Freehold which is much better (around 12k gold per 45 mins). You are probably talking about WoD dungeons. I am talking about WoD raids.
