Where do you change gear to tier gear?

I totally havent been paying attention to the questline and now I can’t remember where to go to change gear into tier gear, can anyone help?

When you are in Valdrakken it is on the east side in the area (so not in the city) near that Tyr-thing/halls of infusion dungeon). You can only get there by flying.

Tyrhold theres a room on the left as you fly from valdrakken. Think you need to fly up to it
