When i respec on my other toon i have this button, but when i switch to my rogue and i wipe my talents, theres no button for talent spent confirmation, what a heck?
It’s an option under ‘interface’ > ‘features’ in your game menu. You need to toggle talent preview, on or off.

I think the only way to know about it is a loading screen tip - or the forums ofc
