I believe their excuse for it was just because after the events of Ji getting hurt badly as a result of Garrosh, they (Ji and the ally panda) retreated to Pandaria.
Fun fact, Blizzard wanted Ji to have some dialogue in the upcoming 8.1.5 quest where Baine is arrested.
However, when they placed him into the area they noticed that half of the Horde leaders, including Sylvanas, would instantly die. On top of this, Stormwind was transferred to its Siege of Orgrimmar mythic model (on fire).
Clicking on Ji would provide dialogue about how he was relieved to finally use 1% of his power.
They’ve decided to withdraw his appearance until 8.3 after analysing the situation.

What are you exactly complaining about? Apparently the “Alliance” High Command came together twice this expansion(once when Malfurion and Tyrande where in the room next door and apparently didn’t get the memo(and nay other non-Human for that matter), the second time was when Aysa was chilling in the Harbor, while the Human High Command was having an important meeting a few meters further up the road without inviting any non-Human again).
On a more serious note; its a damn shame Blizzard apparently doesn’t know how to handle, nor write, Horde-leadership nor Alliance High Command(Or Horde and Alliance leadership in general) and more races then just the Pandaren are a victim of the atrocitious writing Blizzard currently calls “genius”.
A damn shame they have to lower characters to the lowest standard of meme-characters to be able to do something with them. It speaks alot about the Blizzard Writing team, currently!

If only he didn’t suddenly hail from Pandaria instead of the Wandering Isle.
They were so close to a perfect War Council meeting.
And now we wait until Alliance High Command will be made up out of more thrn just a bunch of Humans!
