You don’t want stuff like that in hero talents, you want changes to the base spec to fix core issues and hero talents to be window dressing / flavour stuff.

Did i think the do it NO

Silence should be baseline in the class tree and there should be a utility choiche in the shadow tree between better silence and stun where you dont have too give up mental fortitude

Given the interview released alongside oracle was with Talbadar, the best Shadow PvPer to ever do it, I’d guess it’s him.
