The map says it’s west outside of the hall, but I’ve run around and can’t find it.

That’s the one from Friday, and the questgiver does tend to parade around the path outside the hall. Run around the path from the West to the South. I think you’ll find him.
I ran around the entire hall and it’s nowhere. How do people find this npc for calling? The area where it should be is empty.

I don’t know. My Night Fae has already done that one. But I can tell you from experience that I’ve had to run around a but looking for the one on the Westsometimes. I’m just not surprised by it when it happens anymore.
If it’s Lord Herne, he’s outside in the area where the mission table is. His position doesn’t show correctly on the map.
