That is correct they said that Durotan may be in a Land in the Shadowlands where he can hunt forever.

I can’t remember the exact wording of Steve Danuser, but he pretty much explained it as i did.
Since that other Durotan was in an alternate universe, there are probably multiple Durotans in the Shadowlands if they connect all realities like the Twisting Nether - weird to think about, but WoD’s parallel universe was pretty lazy, lol.
I’d guess Durotan is off-screen, in a personal plane of the Shadowlands, or is in another part that might be added as a patch zone or something (ditto for a lot of lore characters that have yet to appear).
You know WoD messed up the lore badly if you have to ask if they’re 2 Durotans in Shadowlands, or 2 Gul’dans for that matter.
Oh, how I’d love to see Gul’dan get double the pleasure in the Maw

The explanation that not necessary explain much
The way I would have you think about it is think of a rope… If you look at a rope, it is one thing, right? It’s something that you can grab onto, you can hold it, you can see it; think of that as a character. Think of that rope as Draka or Velen.
There are different twines that pull together, and you can pull off one of these threads if you want. But it’s still a rope, and each of those threads you can think of as one of the realities of the character, one of the streams of time…
Death is about eternity, not linear time. The manner in which these threads come together, that can take a very long time from mortal perceptions. Those threads can be separated for a time, but sooner or later, they do combine to make one rope that is that character.
And in Oribos you can find such statement.

We record, but we may not recall. Only the Purpose may reveal whether the threads of a soul will rejoin the tapestry of an individual existence.
So, that is the best what we have about different versions of the characters which mostly look like “there is an explanation, but there is also all the freedom to do whatever since it’s barely explaining anything”.
