Who actually makes decisions for the US gear store

I wanted the Ice Murloc Funko Pop for the pet that came with it via a code.
The EU blizzard store was given 252 codes to be claimed, so only 252 units in stock. It sold out fast and it was suggested that the US still had stock. What I didn’t notice is the additional section added in the US store.

Figure through the Blizzard Gear Store and receive a digital code for an exclusive Ice Murloc pet for use in World of Warcraft (“Game”); not eligible for use for any other game. Available only to US customers (excludes Canada and Mexico), age 18 and over, with a valid US billing address. As I don’t have a US billing address I was not sent the code and I appreciate this was written and I missed it - my bad. Just burnt a bit when I couldn’t even cancel the order either.
When I queried this on the US forums, I was told that Blizzard don’t make the decisions when it comes to the store. So it made me wonder who does because surely there is a x number of codes available to go with the item itself so technically where did my code go? Just seemed like such an odd insert to make, the EU store didnt have this stated, and the codes are not region locked either. They just werent willing to allow EU more than 252 codes?
I get the promotions etc that the EU can’t access, but from the store just seems a bit much and Blizzard don’t see the store cutting EU out as an issue.

Edited to add: If I return the funko pop to the US, will they resell it with a code if someone in the US buys it…
