It’s higher than 0.4% - as I mentioned, Wowhead will be getting plenty of bags which can’t contain it, as the person already has the colour, so will show a lower percentage than reality. I suspect it’ll be a flat 1% chance from white bags, which is admittedly still a bit on the low side.
That said, having a system where you could exchange say two of the randomly-awarded centaur trophy necklaces for a colour of your choice would make sense (you could just buy them in extremis), or maybe a hundred of the rep turn-in hunting trophies - enough that you’d still have to do a good 2 or 3 weeks’ worth of hunts to get one.

I’ve a feeling that when that Tyrhold fishing hole finally pops up there will be a whole pack of Taivans awarded! It’s mildly annoying that those (and the cataloguing quests) aren’t on a set rotation, but hey - it’s WoW, and “will it, won’t it spawn” events have been a thing for years…
How annoying - it’s almost as if someone, skimming through mount data, spotted that Taivan was huge and thought “must be a bug, I’ll fix it”… without regard to what makes Taivan special, his massive size.
There’s no real reason to have shrunk him. Everyone can summon their own massive Taivans via the horn, and there are plenty of much bigger mounts, including the drake mounts which most of us use at the moment.
Hopefully there’ll be enough of an outcry on the US forums (and maybe Wowhead) that the change is reverted…
