We are a group of 3 people running dungeons together. We managed to complete all normal dungeons and are now trying out heroics (we like the challenge). This week we were able to finish Stonecore heroic and to my surprise the bosses didn’t drop Valor points but Justice points instead.
So I asked myself, why is it, that Valor points are only optainable by using the Dungeon Finder? That doesn’t make sense to me for a “classic” experience.
It feels like the game is punishing us for NOT using the dungeon finder.
I would be fine if atleast the last boss of a heroic dungeon would drop some Valor points. Or that we could queue for a random heroic dungeon with a set group size.
Is it possible to see any of that changed in the future?
Valor Points are the higher of the two tiers of PvE currency, and are rewarded for completing random heroic dungeons and defeating raid bosses. Cataclysm Heroic bosses, any random Heroics after the first seven, as well as the your first random normal dungeon each day, reward Justice Points.
Players can receive 240 for the first seven random Heroic dungeons completed each week. The most current raids’ bosses on normal and Heroic difficulty award 100 each.

It is basically to encourage you to do the harder versions of dungeons up to a set amount and raids for VP.
I dont think we will see any changes or improvements in cata, however you could just ask 2 random guys chilling in stormwind if they are up to help you, meaning you invite them, q up for a random hc and once you are inside the dungeon those 2 guys can leave - and whenever the system asks you (or the leader of your 3mangrp) if you wanna look for replacements you press no and finish the dungeon with 3.
Might be worth a try, you should get the valorpoints this way.
While Saneko already provided explanation, I would prefer to make it more simplified and straightforward.
Edit: (Corrected some mistakes I’ve made regarding source of Justice Points.)
It’s not like Justice points are from normal difficulty dungeons, and Valor is from heroic dungeons.
Justice Points can be earned by:
Completing a random normal Cataclysm dungeon, up to 7 times a week
Defeating bosses in heroic Cataclysm dungeons
Defeating dungeon and raid content in both Wrath of the Lich King Classic and Burning Crusade Classic
and as Saneko mentioned, Valor is earned in Cataclysm raid content.
It wouldn’t make sense for dungeon bosses to drop Valor points.
Valor points from first seven RDF heroics is just alternative means to get Valor points prior to entering the raid content, same as Justice points from RDF on normal difficulty prior to entering heroic dungeons.
You could explain that as reward for clearing dungeon using RDF tool, rather than reward for killing bosses in heroic dungeons.
Why not? You could make it so the first seven heroic final dungeon bosses grants you the valor points. With that the players wouldn’t be bound to using the RDF tool.
Or does the random factor make it harder?

I dare to say so actually. It’s random after all, and you never know who you will get matched together with.
With premade group, you usually play with people you know and trust.
With RDF you can get experienced players who have knowledge about each encounter and generally perform well even though they are not full pre-raid BiS, or you can get people with decent gear who still fail encounter mechanics, because they simply don’t care about anything else than getting reward at the end.
Worst case, you’ll get ungeared people who never bothered to check Dungeon Journal for boss abilities, and don’t care about them either.
I don’t know anything about how WoW Classic works on the server side, thus I can’t tell if it’s technically possible to check for the “last bosses from first seven heroic dungeons per week” compared to probably much simpler “first seven heroics via RDF per week”, and same for justice points from normal difficulty dungeons.
