Easy answer: Lack of patience. They should have given us 1 last mini raid after antorus so They would have had more time to fully think about how to approach a good launch. Instead They rushed it.
A mini raid? You are crazy. that wouldve taken even more resources away from getting BFA out. And they still released it too early. Youve appearently forgotten all the frothing rage about a possible novemember release.

But my point stands, having to devote resources to a miniraid at the end of Legion wouldve soaked up even more resources from making BFA and making it even more of a barebones launch. so no, your post have no legs to stand on.
