Why can't level 60 disable experience gains?

Can someone explain why level 60s (and above) can’t lock their exp gains? is there some exploit prevented by this? Does Blizzard want to prevent people from doing the SL campaign at level 60? Is this just a plain anti-fun policy?

Because that’s when Dragonflight starts and you can’t lock your XP in current content.

I had a locked level 50 in SL and a locked level 110 in BFA so such a restriction would be new to this expansion.

It definitely sucks big time for my level 60 chars. Since most content they do gives experience, and sometimes a lot, they quickly dings 61 and 62 without doing Dragonflight content, or more concerningly without getting geared.

This means that whenever I am to actually start with Dragonflight, the character level to item level ratio will be screwed, causing a hellish leveling experience to 70 as the mobs scales to my character level, not my ilvl.
