If its any consolation, evoker can’t use obsidian scales in CC either regardless of spec. But evoker can barkskin in any form in CC 
Imo resto shaman needs an external damage reduction CD they can cast on themselves or others, preferably while stunned as most other healers have. Something like a 1 min cd “enhanced earthshield” that gives your earthshield target/s some DR for 10 secs or whatever.
