this class can literally fly on its own in a variety of ways. Why do I have to climb?

Why can’t evokers also fly all the time instead of it having a long CD. Also why can’t we transmog fully in dragon form.

probably because it puts you into some sort of a mini-game and they’d have to design separate quests for evokers to make it available for you guys to do it with your flying but then people would ask for doing it while flying with a mount so the whole climbing would become meaningless

this one is easy - the dev/coding/art work required to allow all the gear to not clip through evoker body (or the way around) would require too much working hours and money to work properly as there is no other race with wings and similar body type. That’s my guess.
I still have hopes it’ll get changed in some patch. Concept art shows that armor was intended for them in dragon form, and there’s NPC dracthyr’s with hats equipped. 
I’ll vape my hopium and wait for the day they fix it.
