Holy priest are pretty complete without PI though. If it was needed for healing there are better choices than a holy priest and I doubt the healers were all holy priests.
Edit: My point was it is usually better used on a DPS. But many priests will just cast it on themselves. (this is heroic btw!)

A shadow will get more dps output from PI than a mage will.
According to sims:
You a fire mage get 278 dps while the Shadow looses 557 dps.
Therefore, why would you do that to your group reducing the dps that much for your own personal parses to shine? 
That is assuming that everyone plays to their fullest potential, though. If the fire mage does significantly more damage than the shadowpriest in the raid (because of either stronger gear or knowing how to play their respective spec better than the shadow), they’re still going to make more use of that PI.
So if someone has less gear and XP from you automatically makes you entitled over his cooldowns and he should not have fun and L2P but just be your PI bot?
I checked the logs, you didnt wipe to it not even once. That shows you clearly did not care about “raid output” but just for your own 
But even if you cared for output, still the shadow would get much more from it compared to what you would do. Its twice as much dps gain for shadow, in a fight with so much movement should be alot more since shadow has to constantly cast/channel and PI will help it dish out more spells.
Also, in a pug you cant use PI optimally because the sims counts when its used optimally. Its 100% sure that the priest knows for itself when its optimal and 100% sure that doesnt have a clue when its optimal for you.
Thats not how it works. The priest could pull propper dps for his ilvl. Just as you do for yours. If youre higher ilvl you will probably pump more in general. Also its a PuG and PuGs will never or very very rarely favour randoms over themself. Especially if they want to alter their logs.
The RL just uploaded only the kill pull. We spent about an hour in this raid before killing the boss.

Also the dude is 5/10 M xp which is higher than yours and he mains disc. He did not need the gear he was clearly learning to play the spec and you just stood there annoying him with entitlement of the OOGA BOOGA spec…
Also just because you clearly dont know how logs work, when you have low raid dps there is no chance you will make a gold/pink log. Its not only in your hands its a raid dps output which means no matter what you would not make a good log in that pug.
Thats why you mages need a serious nerf, your entitlement reaches to unspeakable levels and your broken class promotes that egoistic behavior.

The answer is always the same. Because they just do. They’re players who do what they like. There is no answer here. Maybe he flipped a coin to decide? Maybe he just gave it to himself? Maybe he did it to spite you asking for it?
Well never know, and each pug is different. So to me this is less about seeking an answer (unless you genuinely think there is an answer beyond “just because” or “random player agency”) and appears to be another "Why I no get PI as opposed to bads " post like we had that DK spamming a few weeks ago.
There is no answer. I don’t mean any offence with this but I don’t genuinely believe you think there is some proper answer either unless you assume all pug players are the same, so I don’t get this post at all. What’s it about?

This is optimal legendary in organized raids.
When you are not 100% organized its a dps loss and makes priest life alot worse since tentacle legendary is QoL legendary and this is what he was using.
Not always true. Have look at this old KJ log from Tomb of Sargeras days.
This can happen when the raid is fresh and not many parsing’s are out there.
Try to find a 100 parse now AT THIS TIME and by YOUR spec, not 4 months ago when the raid has blue and green parses.

Not quite a 100 parse, but I’d say a 99 when majority of the raid is not even purple is not bad at all? Half of the DDs is green/gray. It was last week, so I hope this is far enough from the start of the tier for you.

Did you read the SIMS above?
It would give you 278 dps per dedicated PI for whole fight duration, not per cast and during combustion.
Tell me, where would you get the 2500 youre missing and whos fault is youre missing 2500 more dps ?
Sounds to me you’re just flexing your DPS.
You think getting PI will magically make you kill the boss?
TBH I already don’t like it when randoms ask me for PI, pugging is already an unpleasant experience as it is, and having pugs pester me because they want better logs is just another thing on top of it.
