All tertiary stats from rare-proc during item creation are diabled in non-warmode PvP.
Only gems continue to apply, whether they were added on the neck from Jewelcrafters, or from rings created from a Jewelcrafter, or added later with that item from the vendor near the Vault.
Warmode is the reason it’s upgradeable, and the fact that if a player is not entirely fussed about minmaxing that much and maintaining different sets of gear for PvE and PvP, they need have only one.
I, for example, have all my equipment except trinkets either from Conquest or crafted to work as ilvl528 in PvP. However I am not a PvPer, I only do the weekly PvP quests.
PvP gear maxes out at Champion 8/8 - ilvl515. That’s somewhere around Heroic raid clear and M+8 progress? I don’t know. But as someone who does neither raiding nor M+, Conquest equipment is the best equipment I can attain that works in everything I partake. So the only players who would realistically have to maintain 2 different sets are those who go for higher than ilvl515 in PvE.
As for Versatility, it’s the same thing as Crit and Haste. For those of us who do not partake in the most difficult content of the game PvE-wise, what values those stats are at have 0 difference in the outcome. Whether we clear or fail something is not because of focus on Verstatility.

Forgot to add, that it’s entirely possible to have a boost in your PvE performance in the overworld exactly because PvP gear scales when in PvP. Just go over a PvP-only area like the ducks in Ohn’aran, and enjoy 5 minutes of ilvl528 performance when fighting world stuff.
I guess its cause the game is mmo but anyways Ive stopped doing anything outside of pvp long time ago and its fine, I didnt get this seasons pve rings or last seasons pve lego wpn either. The game is mmorpg so I get it if could do bit of both, the games wider concept than just either of them. Its entire world out there with all its content combined as one but I just play pvp and dont care of the rest for now.
Because 99% of coding effort in WoW goes into PvE content and the devs want to leave breadcrumb trails to tempt PvP players to try out the massive part of the game they usually ignore in the hope they might actually discover they like it.
It’s similar to how one can use the PvP talents in the overworld when in Warmode. They knew this would happen but the benefit to be had is so small that there is no reason to find a way to nerf it. The 10% gold bonus that they bribe us with to be in Warmode is massively more “gamebreaking” than having a small burst of unintended power when collecting bear behinds.
Plus, if you fight both Taralek and a player of the opposite faction at the same time, should your abilities act as cast at ilvl528 when hitting the enemy player and as ilvl493 when hitting Taralek?
Atleast i can get the tier gear now by doing blitz, which - as a hunter - gives me:
Set Bonus: Rapid Fire deals 20% additional damage. Trick Shots causes Rapid Fire to launch a volley for 6 seconds, dealing 100% of normal damage.
(4) Set Bonus: Every 10 Focus you spend has a 3.0% chance to reset the cooldown of Rapid Fire and cause your next Rapid Fire to shoot 60% additional shots during its channel.

Same here. I do not care about anything other than PvP. I was on vacation some weeks ago and when I came back a friend of mine showed his new rings he got from doing PvE and I immediately deleted him from btag. I keep my btag clean and the ones I have are PvP only.
