to be fair the community council was a scam from the start no one with a functional brain believed this council would actually do anything after all the devs have demonstrated their ego in the past and some of them seem kinda unhinged on twatter

The desolate council are a bunch of usurpers who accepted a human light forged girl in their ranks with the sole purpose to destroy the Horde from within.

Where “all (remaining) human nations” is just one of them while the other is a more of a Federation (Kul-tiras).
Kul Tiras is ruled by Jaina, Stormwind with Anduin, Stromgarde gets Danath and Gilneas has Genn.

I fight until the Horde community gets reparations for Bfa by killing a bunch of beloved alliance characters.
The previous council existed to make it easier govern undercity while Sylvanas was absent to warchief duties. The new one literally replaces Sylvanas entirely.
Currently only Stormwind seems to have been absolute monarchy.
Stromgarde and Gilneas are not what I would call functional nations.
Jaina is admiral under the blessing of the houses of Kul’tiras.
It would be interesting if Blizzard where to write down the constitutions/official government structures of all these
