A level 70 character in the Blackrock Depths raid in Raid Finder does not receive loot from mobs at all, and only gold from mini-bosses.
I was in a raid more than 20 times 70 level characters and did not receive anything from mini-bosses except gold.
So it looks like some things from the raid cannot be collected by a non-level 80 character, because there are 3 sources: 1) mini-bosses and mobs don’t give things at level 70, 2) keys for purchase do not drop at level 70 and 3) the chests from the quests cannot be opened at level 70.
