In theory, it’s to encourage PvP by giving us something extra to fight over (as if we needed another reason).
In practice, it’s exactly as you say - the numbers disparity is only going to increase, because part of the prepatch is effectively cut-off to one faction whilst warmode is active.
Might not forcing me out but it’s fruatrating. I don’t HAVE to get the rares, ultimately the whole event serves as a last moment catch up-mechanic for twinks and even without the rares I can gear my alt to a certain degree atleast. But yeah, decent WPvP doesn’t happen because of that. No wonder we are at 30% bonus once again. 
Irony of this thread, i play on Kazzak and all the rares are camped by raid groups of alliance so far.
Yep love being part of those groups.
Rares are fun to farm horde.
