Legion was horrible until last 9 months of the expansion then it got good.
Legendary RNG and cap was awful. There was 4 leggo cap basically then you had to grind those guys out hardcore to get 5th etc. So if you were like me … didn’t get your 2 bis leggos , well heck.
Secondly toxicity and community around those leggos at launch. Don’t have a legendary yet ? sorry can’t raid. 6 weeks later when everyone could unlock 2 leggo slots. What’s that only got 1 leggo … sorry can’t raid. But you said that about not having 1 leggo ? Yeh well we changed our minds 2 leggos now of gtfo.
Raiding nighthold was hard on mythic 1 shot mechanics that frustrated every team at the time. Not to mention those mandatory Artifact level grinds through maw of souls , to reach that dps cap to get past Krosus.
The broken shore , was very meh but we knew if we did it , we got flying unlocked so we dealt with it. But do it now , it wasn’t that great.
Now Tomb of Sargeras I love personally but i remember most groups skipping last boss Altogether. Too much of a time sink to waste on him. I think that’s pretty bad design. If raiders felt like he was only worth doing once for a curve/cutting edge achieve and that’s it.
Argus … my lord the mob density was too much. I just want to get from A to B but nope everywhere I was dismounted and had to fight 2-3 trash packs.
Antorus … way too easy , we cleared normal first night. Got curve the night before reset first week. That was our guild raid over , by that point bfa was announced.
As much as Legion was a good expansion content wise, we got more content quicker than ever before which was a good thing, Legion was still the expansion that kick started the whole borrowed power AP grind end game gameplay loop we have today.
Legion was good, but at the same time it was the expansion that laid the ground work for a lot of the systems and gameplay players today loathe.

Why everything you mentioned I agree I only hope that Legion class design doesn’t comeback. Playing Shaman without Tremor, Grounding was a nightmare. Things you mentioned though I agree - were great.
10 chars. The other problem was of course the one I mentioned.
And yet they worked really well in bringing a differentiated leveling experience to each alt (unless you level more than one of the same class).
This is one feature from Legion that should have been kept and built on going into the following expansions.
The more I read about artifact weapons the more I believe they were doomed from the start. They may have been fun while they lasted, but I don’t know how anyone in their right mind approved the idea of having one gear slot reserved for so much power. You should’ve known they were going to go away, Blizz cannot keep one of your gear slots occupied forever and constantly expand it with new power attached to it.
From what I’ve read, Legion must’ve felt like eating cake - we all love doing it, but we all know you can’t do it forever.
Borrowed power shouldn’t exist. And if we get special powers like the ones we got from the artifacts, they should not be in our gear. And they should persist between expansions, only to be replaced with better ones.
Pros:
M+ and World Quests were the last time something innovative was added to the core systems of the game.
The expansion had a strong, recognisable theme to the average player
Classes mostly felt interesting and fun to play
At least the borrowed power features often changed the way your specc played
In short, it was the last expansion that actually felt like it expanded the game.
Raids were good.
Cons:
RNG legendary system that should have had a currency much earlier than it did
Trash PvP template system that was anti-MMORPG
I think you can quite confidently say it was the best WoW expansion since MoP although that might not be saying very much.
I don’t think you can blame Legion for the failings of BfA and SL. When you take some game systems that were somewhere between OK and good and make them WORSE that is purely on the devs. For me, job 1 for improving retail WoW is to stop throwing out all character progression with every patch. It felt bad enough when it was done with every expansion but heck, at least even with TBC if you had high-end vanilla gear you were good for the first tier

Maybe during 10.0 prepatch Kadghar approach to us and say : champion dust off those artifact weapons we need them again
I agree with what you are saying. The only thing that I would change about legion is the stats template-- I would replace with mop/wod gearing.
Minus the time gating missions, Legion was one of the best expansions they gave us.
Yeah, Pathfinder was poorly handled in Legion. It came just as we got Argus (one of the worst zones in the game, although the Maw makes it look like Disneyland).
It was too grindy, too late and too restricted.
BFA made it slightly less grindy and less restricted (we could fly in Mechagon and Nazjatar) but still came rather late.
Did they learn anything? Well kind of, they promised us flying sooner this time but didn’t really work out that way (it may be a few weeks sooner but meh). It was less grindy but still quite restrictive.
Can you upgrade the legion artifact still if you lock your exp?
Yes, BFA was less grindy, we didn’t have rep grind nor bfa pathfinder

Bfa was an awful expansion. They also lowered drop rate in dungeons and raids. The ‘‘no rewarding system’’ started with Bfa.
I loved Legion, but I wouldn’t want it back.
I loved the memories I made during that expansion and the fun I had in M+ and playing my Blood Elf Mage in Suramar, but - (a big but), I don’t believe they will bring out Legion classic servers. I think they will stop at WotLK.
I was talking only of Pathfinder. BFA Pathfinder was better than Legion Pathfinder. So I had hoped they had learnt lessons about making it too late, too grindy and too restrictive.
SL is less grindy, still too late (but let’s put that down to global situation) but still too restictive - no flying in Maw and Korthia (I could live with Korthia as is but the Maw is just horrible so I’m not going there).
I agree they’ll definitely do Wrath as it is probably the most highly rated expansion.
But there is a lot of love still for MOP. I can see them doing a combined Cata / MOP Classic launch. Don’t think Cata Classic alone would be successful.
