Different shaped runes do different things. I think the rp behind it is you stand inside the ring so nothing can get to you.
As you can see here, a ring can have a hole in it. It very often does, in fact! I see nothing wrong with the ability or its naming. 
As of why we use a ring of frost, I guess it’s to save mana. Covering a larger area would be quite demanding on the mana!
When it was released in cataclysm, the ring was so op because it did not require the player to be on the edge of the ring to get stick, if you step on any place even inside the ring you got stuck.
It was also a instant cast but it was nerfed.
