Probably because Blizzard fired most of the European customer support staff. Most customer support is handled US-side now and I guess they don’t spare manpower for live chat over here.

In case you missed, Blizzards chat channels were crowded with LGBTQ Haters during the Dragonflight Reveal Stream. This is probably a Pre-Caution Decision.
I did miss that, since the chat was moving 120km/h. I figured it was just drivel anyway, like any stream chat, so found out how to minimize it and full-screened the actual stream

Same, the chat is not even interesting in a reveal any way. Does not make sense to me why someone wanted to look at it.

Live chat is usually only available for very specific issues
like Puny said, live chat is only available for very specific issues to specific times. your issue does not qualify. you have a ticket open already, so wait for an answer.
The OP is right - it’s shown as an option for a few specific issues together with opening times, but it never seems to be open any more. Not for the past few months, anyway.
