Why is penalty time still a thing when kicked out of dungeon?

So I’ve been leveling a lot of alts lately and in general I don’t really ever get kicked as I don’t usually raise fuss about things and am pretty laid back when it comes to dungeons. I don’t mind taking less optimal route or helping out people who are clearly new and unsure of what they are doing. I don’t mind taking longer route to complete the quests either.

So earlier I got my first kick in years because I said “there’s no need to kill Domina” in Blackfathom Depths - because as anyone knows, there literally is no need to go there. It doesn’t give you any special achievements, map completion, there’s no quests covering her and she’s quite off path too. Only thing she really gives is, well, a tiny bit of xp and loot (but, as anyone who levels a bit knows, the time to go there vs the xp given makes it ultimately not worth is and complete waste of time).

So they kicked me. Which is fair enough! Instead of running after tank to Domina I stayed still and said that there’s no need to kill her, so if they still wanted to do it, okay, I really don’t mind getting kicked in that case.

But why would the game give me timer for that? Why does Blizzard put the person kicked on a timer? It’s not like I left the group voluntarily, in which case I’d understand the penalty.
But when you’re kicked out of group for pointing out something and put on a timer for dungeons, it does feel like slap on the face.

Is there an actually good reason for this? Like I can’t imagine the amount of people purposely acting obtuse to get kicked just cause they got a dungeon they dislike is that much to justify penalty, is it?

On one hand, yes, being kicked out is already punishment enough, so you have a point.

On the other hand, it stops people from just chain queueing and staying toxic.

The root of the problem is that there is a timer on the vote-kick function.
If there was no timer, it would cause a whole lot of other issues.
