It does in the open world and people have already reported and complained about that many times. I tried it myself on both my geared and ungeared alts and it’s just ridiculous.
There was some videos where you can see why scaling is broken.
A 120 lvl full geared DK hits from TD a 100 lvl Mage for 144 000 DMG.
Mage have only 72k HP. Mage survive with 70% hp. How? Scaling.
For me the worst part of scaling is the ilvl scaling. What’s the point anymore in gearing up if you’ll always be on par with everyone ? Whoever came up with this system is mentally disabled.

There is scaing in the game which you can’t see, its there for explicitly lazy cucks who want to pvp with like 200k hp or smth. example: i did a 80k envenom to a pala with 100k hp and it translated to 20k dmg at most, both are 120 players btw too.
Only way you can basically gimp fresh max levels is with azerite essences or trinkets seem to be the least effected mechanics

Tbf, this has 2 sides.
One is, that OP, as bdk with 470 ilvl should be able ( or at least dont die) 170k priest.
The other side is, we have scaling (templates?) which are realy bad imo. They reduced them over times from s1 to s4, but it still works. If player A has ilvl 470 and player B has ilvl 300, game gona scale it. Player A hits player B for 250k, but on players B monitor this dmg shows as 70k ( example) its works same in other way too. Only time where things arent “scaled” is where low ilvl healer is trying to heal high ilvl partner. He is gona have a hard time, because his heals are weak and he need to heal like double of casters HP, but when that low ilvl healer is healing himself, he is basicly unkillable in 1v1 against higher ilvl opononet.
Now u might come and say " good, skill should matter not equip" well, yes, kinda, but not on such level and not in MMORPG where character progresion has any meaning ( still less and less but…) so yea, its “unfair” system.
If u wanna proof, u remember that Rextoy video where he IK everyone with stars and 675 coruption? He was using like ilvl 385 azerites, blue ones, because he needed to lower his ilvl for scaling, while maintaining high ilvl on other pieces of stars dmg. ( they “fixed” that coruption tho)
I understand that me getting to 1.8k for the mog and then never touching Arena again doesn’t make me a PVP pro. But I’m also sure that if you play a Blood DK that gets killed by a meele with 30 less ilvl, I can help you improve on that regardless of my rating history.
I hate the gear scaling. World PvP is a joke anyway, let me just outgear everyone, I’m just trying to mind my own business and the only fun to be had is to laugh at gankers who fail to even take off 5% of your health.

Yeah, no, what’s the point of gearing up in heroic raids when it just railroads you into the same content with higher number requirements?
Gearing is just progression. Ideally gear templates should be brought back so that hardcore nolifing have no bearing on PvP, which it at least shouldn’t have to the degree it did a year ago.
Don’t think it’s the scaling, the problem seem to be that PvP is in a very unbalanced state.
Demon Hunters’ self healing for example.
The scaling is stupid and the argument of “It’s about skill and not about gear” is same stupid. With scaling there never gonna be a case where players are fighting on equal grounds on gear wise. Without scaling that will happen, because the higher your ilvl gets the closer you get to equal point where your gear is same good as opponent. I’d say remove the scaling and let it be the way it was old times when your efforts matched with gear and it was magically diminished because other players didn’t bother doing the content.

It’s not a scaling issue if you get killed by an arms warrior 30 ilvl below you and no amount of rating-flame will change that.
Furthermore, you don’t get rating for open world pvp. Me not playing rated doesn’t invalidate my argument.
