WOTLKC was like this especially during facerolling Naxx and TOGC phases 1 and 3 respectively, when raiding on alts was easy.
But with a lot more players. Cata is pretty much dead at the moment.

Raider/pvp population is now up to 120.195 people from 50.877!

Obviously bad, because once the peak is touched, the downward trend begins again. There is no room for ascent.
I would say that the Firelands bump would continue to climb but with WoW Classic relaunching, I am skeptical. It will most certaintly dent the potential recover of the pvp/raider population for Cata.
New raider/pvp population.
It rose from 120k to 125k. So it looks like it’s peaking. Previously in Wrath, every new phase would peak around 75% of the previous peak. Cata is peaking at 40% of the peak in phase 1. WoW classic anniversary launched today.
