Why do they need them? They already have a strategic base of operations in the Alterac region, and furthermore the Syndicate is hostile to the Horde and consider them as nothing more than slaves.

It’s not a forced plot point, it’s a logical plot point. The Syndicate are extremists, and they come from a kingdom that was already shady and villainous by itself.

Barring a few heroic characters (Hath), other Alteraci characters don’t have a lot of lore behind them, or are rather shady as Arctur already said.
Because the Frostwolves obviously can’t secure the region and are for over 15 years in a constant war. Also some reasons are the same why they needed the Amani. They know the land.
So this Horde base is not really secure.
It’s more about the people of Alterac who could need the Horde.
And they did try to reconnect with the Horde. But Thrall did not want them back. So this is a non issue.

Sure, I agree with all of this. But also new lore has always to be develop. It is more an interesting question to me. Why it is, how it is.
The Horde used to be the bad guys, yet they changed with furhter developpement. Alterac could have easily be morally grey and stay aligned to the Horde which in my opinion would have make for a better story.
How simplistic. That’s no different than most other feudal lords in such situations. Yes today they are not much more. But don’t forget Stormguarde was also dead until Legion.
And since they are the only representation of the Alteraci they might aswell be the entire kingdom. Like 0 normal Alteraci was upset about their kingdom diseappering and 100% of the Syndicate are twirling mustaches baddies ? Really ? Not like we had precendent for normal people joining criminal/terrorist organisation after a profond disorganization of their country.
We do not know what part of old Alterac the Syndicate comprises. We do not even know what % of the army joined the Syndicate, and I very much doubt that any surviving civilian joined a terrorist group.
Yes, all members of the Syndicate are villains, since they are a criminal group hostile to both playable factions.
Given how there is no nation in real life which was completely and utterly turned into rubble and occupied by another race entirely, why do you even bother bringing that up?
Not by another race but another people yes, joining illegal organisations is the most common response to the collapse of the state/traditionnal authority.
TBF, there are cases of governments forcefully pressing people into their cause. Conscription and press gangs were a thing.

No. Joining a terrorist group when your nation was literally turned into rubble down to the last house and its remains occupied by brutish marauders belonging to another race.
And this entire discussion is pointless because after 15 years I have yet to see a civilian in the Syndicate, probably because it is meant to be just a one-note villainous faction with no actual depth.
