This is more apparent for discipline. Purge the Wicked is superior than SW:P in every way and yet they give us the option to choose between the two.

Mana regen for Holy along with Purge the Wicked for Disc if you talent in Throes of Pain.

SWP is instant, so it’s still pretty useful as separate ability. I doubt they’d ever make VT instant
