Why is vivify a set amount which doesn't scale?

With the massive increase in hps in pvp to kinda balance the high amount of damage I don’t understand why vivify/healing mist is a value and not a percentage like self heals for other melee.

As it stands vivify heals for 6 percent of health (assuming health being about 320k hps) per cast (assuming no healing reduction). Thats with all the talents to improve its healing.

This isn’t enough to even outheal a single DoT if you’re left uninterrupted.

I’m ok with cutting some monk damage numbers, but at least up vivify healing to be more inline with current damage numbers and health.
