To begin with, I understand perfectly well why Blizzard would call it that, in IRL logic, but from an in-game perspective it makes very little sense. The First and Second Wars were waged between the Horde and the Eastern Kingdoms. The war that takes place in WC3 is between the Legion and all of Azeroth. It is by no means a continuation of the two wars before it. Am I way off base here?
I think they mean, that the Third War was started by Ner’zhul, first Lich King. Former leader of the Horde. It’s like Second War was a continue of the First War. Third War was a continue of the Second.
But why BfA is called as War4, that is questionable.
Cause it rolls nicely on the tongue.

Why are the first and second war treated as seperate wars, if it was really the same invasion?
They probably didn’t care about the participants of the wars and only counted the wars since [very long time of peace].
It just turns out that the inhabitants of Azeroth are not very good at math and didn’t figure out how to count further than three until BfA and this scientific breakthrough allowed them to label BfA as the fourth war.
Now, you may ask: Why not label any of the previous wars the fourth war then? Well, simple: Because they were old news. Half the scholars already forgot about them and the rest of the conclave lacked the resources to come up with yet another number after four. They tried to get the research funded, but no dice.
Seriously, though, I think it’s just a meta thing that’s best not questioned too much.

Problem is, there never was a long period of peace. 18 years before the Dark Portal opened, Stormwind was nearly destroyed by Gurubashi trolls, and 75 years before that was the Gnoll Wars.
It was the third war in recent memory, and humans don’t have the luxury of time that Elves have. It’s pretty much as simple as that.
Now that’s just biased Titan perspective.
Probably blew a few misplaced gnolls & trolls out of proportion.
I don’t know, I’m not good at the mental gymnastics people like to do in order to try and make in-universe sense out of the writers mess.

This is actually a really good thing.
You are not way off base. However, it’s called WarCraft. WarCraft 3 the Reign of Chaos is first example of fight for the Azeroth, it doesn’t have to be faction war.
