Why isn't there an option to skip the War Within Campaign

So I did the war within campaing when the expansion launched on my warlock but got bored of it and switched mains. Now, on my current main I did the 11.0.7 Lingering Shadows questline but I can’t start the Fate of the Kirin Tor questline because I didn’t do the expansion campaing.
If I switch back to the warlock, I cannot start the Fate of the Kirin Tor questline because I need to do first the Lingering Shadows questline.
This is weird and goes against the Warband philosophy of progressing all characters at once

Max level campaign skip came usually with the next major patch during DF, not with the current one, I hope it’s the same this time around but also afraid you’ll have to wait till then.
