Could be that they ment it is no longer available to those that have not reached Exalted status with Shen’dralar, as that particular faction is no longer available.
Original Cataclysm had Shen’dralar removed as a requirement from the Insane achivement, but perhaps that is one of the #changes in the Classic version. Or perhaps it is removed as a whole. I’m just speculating here.
