Why such infrequent class balancing hotfixes?

SL is the first expansion in which ive bothered with rated arenas and so class balance really matters to me… is it normal to have such infrequent class balancing?

This reminds of me of playing RIFT pvp as it was dying years ago, awful OP stuff going on but no comms and no changes… gradually players have to walk away.
My 2’s partner just quit. Dont blame him. Makes me sad…but at this point it feels like there’s nobody behind the wheel at blizzard. Shocking that we pay for this.

The simple reason is that blizzard doesn’t care about pvp. They do the bare minimum if specs get too out of hand, and nowadays they re not even doing that .
You got to make your peace with that, or just stop playing arenas
