Why weather effects only in SW and ORG?

More importantly why is Stormwind called Stormwind when there is no blooming wind? Its name came about because of the strong storm winds that the city frequently was subjected too but I don’t feel a single gust.

Wish they had proper nightfall too. Seriously the poor bloke who goes around lighting those street lights must be wondering why am I bothering with this?
