Will it ever be unlocked or will it stay locked until the end of the expansion?

It will likely be unlocked in a few months, or maybe sooner. There is currently no queue for about two weeks now and you can certainly feel the drop-off in the everyday activity.
Although, if you currently have a level 80 on Firemaw, you should be able to transfer another character there anyway. This would have zero impact on realm queues as the characters are on the same account, as a result you are not adding additional players to the queue, rather allowing current players to move their other characters from realms they do not intend to play for varies reasons (friends/guild etc on Firemaw). Hopefully this feature comes soon.

I want the copium you’re huffing, phase 1 has been dull so you’re just getting raid logging at the moment, come phase 2 and uiduar that queue is coming straight back.
Yeah, because keeping the realm locked because for the first 2 weeks of every raid release there will be queues makes complete and total sense; meanwhile there is no queue for the rest of the game and everyday activities like premades, dungeons, pugs etc are dwindling.
I’m on firewmaw, currently gearing 2 alts and having no problems running dungeons and raids. The server is still busy you just need to make the effort to form a group.
Yeah, now that’s the biggest copium of the year. Have fun with that after doing it daily for another 4 months. I’m sure everyone is excited about it.
