If I buy flying training + flying training for WotLK (cold weather stuff), will my other characters (same account, realm and faction) also be able to fly or do I have to buy it again for those characters?

You have to buy it for your alts as well.
You can buy a book from the same place you buy the flying once you hit level 80 that you can send to your alts so they can fly from level 68 though.

Once your first character reaches level 80 and has learned Cold Weather Flying for themselves, they can buy a one-use only, account-bound item called the Tome of Cold Weather Flight from Hira Snowdawn for 1,000. You can then mail this book to an alt, which allows that alt to learn Cold Weather Flying as early as level 68!
(Bit clumsy to copy from wowhead, you can’t embed media items and other stuff. Fortunately Notepad cuts it out.)
Bit confused… when you arrive in Northrend (around level 68) you can buy something that enables flying in Northrend. And then at level 80 you can buy the cold weather flying (which enables you to fly faster, right?). But on alts you’ll have to buy both again then? Or just the cold weather?
u got 12k achieve points on retail and dont realize flying has never been account wide???

You can buy flying on your character at level 77 in either Scholozar or Dalaran.
You can buy an account bound book at level 80 that you can send to alts on your battle.net account that they can use from level 68 onwards.
You can buy flying at 60. You can fly in Outland.
If you wanna fly in Northrend you need cold weather flying which requires either lvl 77 to learn it yourself from the trainer, or a lvl 80 character of the same faction to buy it on and mail it to your alt. The alt has to be 68+ to learn cold weather flying from the tome.

Nope. You have to ride on the ground until 77, you buy flying in outland, then the tome allows you to fly in northrend. Then at 80 you can buy the book for alts to fly at 68. There are mailing restrictions for it.
I was going to say you are getting retail and Wrath mixed up but it doesn’t even work like that in retail.
You’ll need 1k gold for Cold Weather flying then another 5k for epic flying mount and 1k extra for dual spec to play an alt properly.
