Nop. They’ll be BoE from the start but you cannot roll need on them.
You can also get them from Emblems vendor which is sad because there is no RDF.
The item itself when linked ingame right now has no “Bind on Pickup” tag, so it’s very likely they’ll be BoE the entire expansion.

It’s the same as with primal nethers, when they are relevant, they are BoP and after that not.
no it’s not? Does not say souldbount in atlas loot and i don’t even remember how it was in real wotlk.
They were BoP in the beta, some guys figured out they weren’t ever BoP in original Wotlk so now they aren’t BoP anymore.
