This was datamined in December 2023 but it’s still not out.

It being “datamined” means it was revealed to be in game files, not that it is an official announcement by Blizzard that it will be actually available to Players in an yet undisclosed way or at all ever. It may even be removed.
Sometimes there are items that are used much later.

Before that there were things like the chainmail bikini(Dragonflight) and the newer xmas outfits(Legion) for example that never got added as items. If they’re in the files then just expect them at some point.
Maybe hero talents will get tmog with some questiline. Dark Ranger hero talents - Dark ranger tmog Sylvanas 
I dont think is by mistake maybe even Sylvana itself show up in expansion as part of it.
