Because it was weak in PVE sadly

DH still the highest hit ive seen on an aoe ability so far Elysian decree 230k 
damage doesn’t reduce either till hitting past 5 targets so F in arena

In what world is it okay for any class to oneshot? That is a very childish defense.

In the world where we have classes who can endlessly spam CC being immune to death? In the world where half of the specs got reworked reducing CDs in half and introducing some new “I win” buttons?
If you are a MM hunter and you burst less than a rogue, on top of that less often, it makes 0 sense.
Maybe you are like that braindead priest who thinks that PVP is so simple that only one variable (in this case burst damage during burst window) must be balanced across all the classes? Make it the same for everybody? Dont care about classes who can tunnel? Dont care about classes who can burst every 30 sec?
If you press all the CDs available with 2 min CD and need 12 sec to kill someone who is AFK, how will you ever win an arena?
20 min duration shuffle rounds antill 99% dampening? Hope that RM doesnt CC your healer for 1 minute and doesnt kill you slowly when you can do nothing? Is this the game you want?

theres a ton of classes that can do 200k+ in 1 hit
its the RoT and DoT specs that are stronger
since the buff to Affliction, and removal of purge for hunters… they have become gods
pretty sure AFF with a set of full DOTs and a drain, will chuck more than 200k in a split second
That’s not the point, the point is the frequency and ease at which they can do it.
A Shadow Priest can hit a 200k+ Mind Spike, but what do we need to do for that? 2 DP’s, a Dark Ascension cast and a Mind Spike Insanity Cast and hope it crits.
Compare that with what a Windwalker needs to do and how frequently they can hit those numbers.

i understand Monk far better than yourself clearly.
they require " combo hits" that means every non repeated ability does X more damage
they also dont RAMP like a SP
the rotation is a big RSK or FF . BoK is the outlier
i agree the numbers COULD be tuned for blackout kick , but im not sure if thats the Tier Set issue or the ability by design
Point proven. SP requires ‘ramp’ AND RNG to hit 200k+, Monk does it frequently with much less effort. Therefore ‘ThErEs A tOn Of ClAsSeS ThAt CaN dO 200k iN 1 hIt’ is a weak comment.
The 257k+ Rising Sun Kicks can be tuned as well.
just because SP cant without a precursor… doesnt mean other classes cant?
i stated SP is a RAMP
but look at
MS for warrior
Aimed shot/ rapidfire for Hunter
Evicerate/ sb for rogue
templar for Ret
the list goes on ,
my point being, its not uncommon, the " FILLER " abilities like blackout could be Tuned
but a large RSK or FF ( which require Combo hits to deal X more damage
should not be nerfed.
i dont even play Monk and i know its how they do their rotation, its fairly easy it hasnt changed since MoP much
The entire rotation for ww monks are easy, just the same as for rets and others.
The amount of constant resets on RSK/FoF you do with just doing your rotation is quite insane, atleast in m+.

its always been that core rotation, the outlier is BLACKOUT kick doing high dmg on a filler
again i dunno if its tier set or if its just tuning, but RSK and FF shouldn’t be the focus, they are END of rotation abilities
- look at the dps meter above. black out kick dealing a total of 18% overall damage split into 2 separate lines
- thats 2nd in dmg done if you calculate it properly ( add both damage dealt from both Blackout kicks and you have above 3m dmg done which places it in 2nd place )
If they had a meaningful cooldown maybe sure, but its literally barely any.
FoF into RSK for free 40% crit.
