Wing clip / concussive macro

I want to combine the ranged slow from hunter (concussive shot) with the melee slow (wing clip) in one button. When in Melee Range i want to cast melee slow and when between 8 and 40 yd i want to cast the range slow. All in one button. Is it possible to create such a macro?

Only if one/both is off the GCD.
