Who do you think is the Winter Queen’s sister? She said Ysera was her sister’s pet so who is it: Eonar or Elune?

most likely. She was the one who made dragonflights and directly empowered Ysera.
No matter who it is…it did not really sound like that these two had a good relationship. There’s contempt in her voice, when she talks about her sisters pet. Or at least that’s what it sounded like to me.
(Outside of that: The final parts of the questline were absolutely epic. Especially the procession with the soundtrack containing a few snippets of the Nightsong. And I say this as someone who was pretty indifferent towards Ysera.)

Eonor or whatever her name is, since these titans have gifted aspects.
Eonar is a titan, Shadowlands are not related to titans as it predates them.

They are AFAIK, Pantheon of Death.

What difference does it make - both planes created by the first ones, most likely Elune and friends.

I doubt Shadowlands was created by titans, Shadowlands cover all worlds everywhere in the universe. Titans are NOT that powerful. And then there is arbiter. A being that is said not to be a titan and is older than titans.

So Jailer is tiered as Titan ++ same as arbiter, but who knows. Also First Ones are not titans they are beyond that powerlevel.
Yeees that’s what I meant. If I understood it. We have arbiter and then the ancient ones who run the respective realms each connected to Oribos. Also what was that red soul that did hit Arbiter?
Probply Argus I recon or some soul that was tainted, since Arthas was denied his journey it cant be him that leaves only corrupted titan or even somone sent by Void.

I feel Eonar is not “impressive” enough to be the sister of the Winter Queen. Let’s be honest: Eonar was boring as hell. Blizzard must know that. I do also think Elune is quite present in this expansion (in the form of Tyrande). Most people say Elune had nothing to do with the Emerald Dream, for example, since this is Freya’s doing (and therefore Eonar). I believe Elune created both of them and was therefore responsible for creating the Emerald Dream, through Eonar and Freya. Her way of working is just not as “direct”, since she works through her agents (all Druids, Tyrande, Malfurion, etc.). It’s been clear that the Winter Queen is older than all the races and worlds, which would make her older than the titans (titans are, in essence, mature and living worlds).
For me, the clearest reference is that Elune purified Ysera after her death, and turned her into a constellation, only to see that constellation again when Ysera is born again, through power of the same sort as the power that purified her. Elune and Ardenweald also tie together the theme of Night. If you were to ask yourself who would sit in the Court of Night, you would go for stars, or even the moon, right? But no, it’s the Winter Queen, who seemingly doesn’t fit in with the rest of Ardenweald, while Elune clearly does. She is the moon who would reside in the Court of Night thematically.
My guess, therefore, would be that the Winter Queen and Elune are part of the same being. A duality split up a long time ago. The Winter Queen resides over beings in the “winter” of their existence, whilst, ironically having a physical form able to closely watch the ones she protects, while Elune is formless and performs her duty - watching life - from afar in spiritual form, whilst also creating the Emerald Dream. In life, they look at Elune for spiritual guidance (in the Green Dream), while in death, they “physically” meet her “sister”, almost reversing the usual view of life as physical and death as spiritual. They aren’t one, but two sides to a coin.

It’s most definitely Elune.
Who crossed your mind first when she said it? Elune.
Who she interacted with in Legion? Elune.
Eonar is detached from everything in Azeroth, Titans are not part of the Shadowlands expansion but Ysera in direct continuation from the legion cinematic is. Why mention her being a pet and show Elune take her? Elune took her pet.
People want Elune to be this mysterious and powerful deity, the same as many people that loved the idea of old gods being more powerful than the titans and not just worms in an apple to them.
However, the warcraft cosmos is pretty straightforward. You have Life / Death / Light / Shadow / Order / Disorder. The titans and void lords are merely Order and Shadow with their equivalent hierarchy. Like Titans put keepers, Void Lords put old gods in worlds.
Order and Disorder are nowhere to be found in this expansion, we have Life and Death “Titans”, once invaded by Shadow, and Light uninvolved yet. Since defeating the Jailer will likely involve a powerful being defeating him like it’s usually happening, this being could be Light, Elune. Even as a moon, “light of Elune”, Elune is all about light and stars. My take is she’s a light “Titan”, the Winter Queen is a Life “Titan”, different but hierarchically equivalents. Which would also explain Elune being the creator of (some) Naaru.
It is said that Elune stands aside from Titan Pantheon. Also when Eonar’s spirit took refuge in Elunaria. It wasn’t actually her place, but rather a different world. Then it is rumoured that Elune has her hands in many things throughout the great dark beyond and isn’t tied just to Azeroth, even if she is rumoured to have aided Titans in shaping it. She is also rumoured to influence orcish shamans and many other things.

Who are Dragon Aspects? Once upon of time wild dragons were living in Azeroth. When Titans came, they liked dragons and they decided to transform dragons into guardians, to defend the Azeroth.
Alexstrasza the Life-Binder - the red leviathan chosen by Eonar to safeguard all living creatures on the world. Kalecgos the Steward of Magic - former investigator for Malygos and guardian of Anveena, he succeeded Malygos as the new Blue Aspect after his death.
Nozdormu the Timeless One - the massive bronze dragon chosen by Aman’Thul to guard time itself and police the ever-spinning pathways of fate and destiny.
Ysera the Awakened, formerly the Dreamer - Alexstrasza’s younger sister, chosen by Eonar to watch over the growing wilds of the world from her verdant realm, the Emerald Dream. Ysera fell to the Nightmare and was put to rest by Tyrande Whisperwind. Her spirit lives on in the Emerald Dream.
Malygos the Spell-Weaver - the blue dragon originally chosen by Norgannon as the guardian of magic and hidden arcanum. After declaring war against all mortal spellcasters, he was killed by agents of Alexstrasza.
Deathwing the Destroyer, formerly known as Neltharion the Earth Warder - the mighty black wyrm chosen by Khaz’goroth and given dominion over the earth and the deep places of the world. He was driven mad by the whispers of the Old Gods and managed to drive the blue dragonflight to near extinction. He was slain by forces of the Alliance, Horde and adventurers, with the help of Thrall and the other Aspects.
Murozond the Lord of the Infinite - the future self of Nozdormu, fallen to madness. Tricked by the Old Gods into trying to subvert his own mortality, Nozdormu shattered the timeways and created the infinite dragonflight. He was slain by adventurers at the End Time.
So, Dragon Aspects are Titans pets. Specially Ysera is a pet of Eonar. So, Eonar is Winters Queen sister, since Winters Queen tells that Ysera is her sisters pet.
How can she be a sister? Well, Blizzard already told that people like Winters Queen are like titans but not a titans. Like titans they have their own pantheon of death. And they both Winters Queen and Eonar are rulers of Nature in their pantheons. So they are definitely sister in some way.
Or maybe some one like Elune have created Winters Queen and Eonar, making them sisters.

I think so as well.
Ardenweald feels like a mirror for the emerald dream, and it also looks in some aspects like the early concepts for the emerald dream, wit the spiral patterns etc.
They blessed them with their Power. They made them Aspects. But the Titans did not CREATE the Dragons. They are therefore not their pets since they existed without the Titans interference as proto dragons.
Much more logical conclusion is that the Winter Queen has a sister in a Pantheon of Life. Which might be Elune. We do not know yet. But Elune is the one who purified Ysera after she was corrupted and died. Making sure she finds her way to Ardenweald. But maybe it is someone we do not know yet. But all clues point to Elune.
