If it’s a freshly boosted character did you remember to tick your role? By default nothing will be preselected so you wont be able to queue until you tick one, such as DPS.
That’s all I can think of.
There shouldn’t be any prerequisites.
I do not even have an option, like it’s not Timewalking week. Just queue to Normal and Heroic dungeons.
