Worgan Skinning stuck at 520 , must of skinned over 100 mobs not 1 skill point .

Weird. I’m max level. Got it by skinning the mobs in Tol Barad.

Try to skin higher level mobs

I dont even get a points from heroic dungeon mobs, i have also
skinned over 1000 savage leather and not had 1 single skill point

Maybe is a Worgen thing because:

Flayer: Skinning skill increased by 15 and allows you to skin faster.

Maybe the game thinks you have the maximum needed, 520+15, for skin whoever mob. Obviously would be a bug.

no its not because i can’t get the Master of Anatomy level 7 or the illustrious skinning achievement.https://www.wowhead.com/cata/spell=74495/master-of-anatomy.
