Worgen Heritage - The Shadow of Gilneas not spawning

Is anyone else having issues starting the Worgen heritage questline in TWW?
Based on research the criteria is currently just a level 50 character of the required race but it’s just not spawning for me.

I’ve tried the following:

• Reach level 80 on a Worgen
• Became Exalted with Gilneas
• Completed Return to Lordaeron Questline
• Completed Reclamation of Gilneas Questline

It’s in my Adventure Guide as a prompt to go do the questline but Courier Claridge does not offer the quest near the embassy.
I’ve tried submitting a ticket to a GM like back in the day but I don’t think Blizz look into in-game issues for individual players anymore so it’s just pointing me to this or Wowhead.

Any ideas/tips/workarounds are greatly appreciated!

I can prompt some things. Maybe you’ve done them already. Maybe one of them will shake something loose.

Do you have Low Level Quests ticked ON?

Is Courier Claridge visible, standing there, or missing entirely?

What does this chat command return

Does your Worgen have any other quests in the Stormwind area? or questlines started from Stormwind?

If you go into Stormwind Keep, who is on the throne? and is Tess in the side wing with grass by the library?

Have you tried Party Sync with a lower level character?
