I remember many many years ago when Blizzard stopped their servers being accessed from Iran (?) due to the US embargo, although this isn’t in any way as serious, it is always the rules and regulations of the country in question that decide whether a promotion can be run, Blizzard have no say in the matter.

Don’t be paranoid, if you are eligible to a promotion is because there is some law in your country that forbid Blizzard to do it, Blizzard does not gain anything by excluding you. Your country’s laws are not Blizzard responsibility, is your responsibility, Blizzard has not voted for the politics that had made those laws, your and every other citizen of your country did. You don’t like it? Change it with your vote.

I mean its a pretty simple logic.
I’ve participated in giveaways throughout my life (last one being around valentines) and i’ve had stuff I won mailed to me from all around the globe, germany, UK, US, scandinavia, japan, italy, france, and some eastern europian countires, i could participate and get my rewards in all those giveaways.
blizzard is doing a giveaway and i cant enter.

Or your stated country of residence doesn’t match your actual country of residence.
The notion that it’s Blizzard’s greed is ridiculous, and is definitely not one of the possible explanations.
Without knowing what country it is specifically, it’s hard to demonstrate that there are rules governing competitions and gambling.

Beyond that the issue is on the user’s end, which I think the thread so far indicates to be the case as well.
