This will not work, there is no “change” that could be made to fix wPvP & War mode that can be made by design.
The problem with wPvP is the nature of the players that participate in it. As already mentioned people want to defeat other players, in whatever fashion they can. The nature of wPvP is to disrupt other players. Its very nature will always leave one party unhappy.
There will always be a faction who is “under the boot” so to speak. The idea of wPvP is to defeat other players, this means that the players who participate are more willing to do so when there is a local advantage as the risk to them (the aggressor) is lower this means the majority of encounters will be one-sided.
Giving a bonus of x will result in time to the scales typing from one faction to the other and they whole thing starts again but the other faction is asking for balance. i.e. “Please change the game so i can win more often”. There is already a numerical balanced option in BG’s arena’s etc. etc.

Yes. It’s effectively a free bonus, hence the extra bonus + pvp quest for outnumbered:
Designed to increase outnumbered in region.
Decrease non wpvper outnumberers in region.
Result = reduced requirement for single faction shards.
Not working well in 8.2, was kinda working pre 8.2. But would prob be much worse without extra bonus for outnumbered, and could improve again as more get initial 8.2 stuff done.
According to our survey, majority of WM forum feel outnumbered half the time or less. That seems reasonable to me.
There is a possibility that the people who don’t feel outnumbered often (about 50%) are the ~53% of always-Horde WMers, and that those who play Alliance or a bit of both are sometimes feeling balanced and sometimes feeling outnumbered… but that’s impossible to prove from the data.
It would be nice if Blizz would include some one-question questionnaires now and then, because they could present them to each account once only, and measure the characters played and ratio of time spent on those characters within the time-frame. I suspect they have powerful metrics for many things, but they’re always reactive, basing future choices on how the playerbase has been finding things for the last N months…
Ye, it’s a simple survey that gives an overview. I think it’s a really good thing to have an alternate data source, not just forum complaints.
But… surveys, forum posts, usage data… all need to be treated for what they are, a guide. Blizz have to make dev decisions based partly on all that + their own aims for wow. Ion said it right tho, you can’t please everyone, and should never try… or words to that effect.
I’m just glad to be playing it, and not have to make any decisions hehe.
