When you joined any grp with different realms and then you are unable to complete it. Please, fix this problem! It happens several times!

Maybe the “You can’t complete WQs when in a raid” thing?
I had to kill one of those boss mobs in Arathi six times before it showed as completed. Both in and out of groups. It only worked when I left the zone and came back.
Other times when quests like that which haven’t completed I’ve just presumed someone made it a raid group by mistake.
You are unable to complete world quest elite or rare in grp with different realms. You need to leave group because you couldnt complete it. I didnt look for new group so I had to solo with some people.
Also I was not in any grp and I could complete because you are on the same server that you could kill elite/rare to complete it.

It’s not only when you are in a group but sometimes being solo as well. I guess the rares are like “nah, doesn’t count this time, maybe next time though.”

Yes, it happened! But, I was not in raid twice so I force myself to solo instead. Waiting for some people who need elite/rare.
It needs to be a normal 5 man group not raid (as others have said). You also need to all be warmode on or all be warmode off otherwise you’re in different shards.
