In WOTLK, I am in a dilemma.
First, The discount in flying mount (5k to 4k) depends on Thrallmar or Orgrimmar reputation?
Second; Or undercity with Thrallmar rep is enough for undead char?

It’s Thrallmar reputation for Horde and Honor Hold for Alliance. You’ll find this new flying master NPC at Thrallmar.

In 3.2 the faction discount was expanded to apply to flying mounts and riding skills although the reputation discount comes from SW/Org rep and can be seen to be working that way now live in the beta and PTR
It’s either capital city (Stormwind/Orgrimmar) or Hellfire Peninsula cities. Whichever is higher applies the discount.

Its the capital city’s reputation. I just checked few days ago. So SW or Org rep. Might have miss something tho…

Mount is TIED TO HONOR HOLD/THRALLMAR 5% discount per reputation level max 20% at exalted
