The other thing you have to realise is that it’s only the pre-patch on the PTR not the full version of Wrath.
I’d guess in Cata prepatch. I only found this, bit it seems to pertain to your signature ability:
Players will be asked to choose a specialization at level 10. Doing so will result in the unlocking of a spell or ability unique to that specialization, as well as one or more passive bonuses.
for me its saying no realms availeble for the wotlk test realm.

even whit delting the WTF folder and cache doesnt help realms are not online at all
It’s the PTR so they won’t be on all the time. And the Pre-patch is coming in a few days so that’s probably why they are off.
